Professionals in the Financial Sector (PSF)

Professionals of the Financial Sector (Professionnels du Secteur Financier - PSF) form a unique ecosystem within Luxembourg's financial marketplace. This sector of economic players, who support the country’s financial activity, is constantly developing and diversifying. Like the financial institutions, PSFs are under the supervision of the Commission de Surveillance du Secteur Financier.

A varied ecosystem

There are three categories of Professionals of the Financial Sector (Professionnels du Secteur Financier - PSF), according to the type of activities and the nature of the services involved.


Investment firms constitute one of the pillars and are defined as firms supplying or regularly carrying out on a professional basis a number of investment services on behalf of third parties. People working in the sector may be investment counsellors, wealth managers, brokers in financial instruments, commission agents, and distributors of shares in UCIs.


Specialist PSFs operate in the financial sector but do not offer investment services. This category includes company domiciliating agents, registrar agents and family officers.


Support PSFs perform a support function acting as sub-contractors for operational functions on behalf of credit or payment institutions, insurance and reinsurance companies, pension funds and UCIs, etc. They include support PSFs unrelated to information technologies, PSFs related to information technologies, and PSFs offering dematerialisation or digital document storage services.


Generally, PSFs have to deal with the wide-ranging issues of structure and digitalisation that have a significant impact on the sector. These challenges facing industrial players are cross-functional by nature, and are often similar to those in other sectors.
